Drawn in CLIP STUDIO PAINT, altered in Photoshop and animated in After Effects.
I made a 3D mockup in Cinema 4D. It's not optimized but that's okay as it's only a rough look of what an ad like this could look like in a 3D environment. I am no 3D artist!
